OSE is recruiting a BEPS Technical Advisor to join the growing BEPS team. This is an opportunity to take part in cutting edge work to combat the climate crisis. In this role, you will use your subject matter expertise and collaborative skills to develop technical requirements during the rulemaking process, which will clarify the new legislation’s requirements for building owners and service providers (e.g., what the City will require in emissions reports and decarbonization plans). You’ll also recommend and develop technical content for materials to help building owners and operators comply with the BEPS requirements and develop compliance process workflows for internal use.
We are looking for applicants with significant experience and technical expertise in building energy efficiency, decarbonization analysis and strategies, building energy audits, as well as the ability to work with and communicate clearly and respectfully with a diverse range of private, nonprofit and institutional building owners, and facility managers and energy service providers. You will rely on these communication skills throughout the rulemaking and program development process, ensuring that those impacted have opportunities to provide feedback and can understand the compliance options available. And you will rely on your technical skills and subject matter expertise to address and respond to complex compliance questions from service providers and owners.
Leadership and Technical Advisory Role for Rulemaking and Program Development

- Act as OSE’s and the BEPS team’s energy efficiency, retrofit and building decarbonization subject matter expert during the rulemaking process.
- Interact with a diverse range of building owners, including key sectors such as commercial real estate, nonprofit affordable housing, and institutions such as schools and hospitals by hearing questions and concerns, and recommending options for consideration. Recommend and develop technical content for tools, training, fact sheets, and other materials to help building owners and operators understand how to reduce emissions and comply with BEPS requirements.
- Manage consultant contracts for research and building type case studies.
Compliance Guidance and Oversight

- Offer early compliance guidance to service providers, facility managers, and sustainability staff seeking to understand paths to compliance and to resolve technical questions for their building or campus.
- Review compliance reports for accuracy and adherence to requirements and advise on best practices and options for equitable resolution of non-compliant reports. Inform BEPS Program Manager and/or leadership as sensitive issues or problems arise.
