NEEC will be participating in the California Public Utilities Commission (CPUC) Workforce Education & Training Project Coordination Group (WE&T PCG). The PCG will conduct a comprehensive evaluation of skill standards for utility energy efficiency resource programs, specifically contractor requirements to determine whether the current skill standards are appropriate. This study will also characterize the residential contractor training market including an inventory of all residential program skill requirements and all DOE certification trainings . The PCG will conduct a comprehensive cost/benefit analysis of at least two certification standards, one in the residential market and one in the non-residential market. Lastly, this effort will help to explore the topic of work quality (quality of installation/service) and job quality (quality of a worker’s job in terms of wages, benefits, position, etc) as it relates to contractor education and training.
