The Clean Energy Fund (CEF) Research, Development and Demonstration (RD&D) program supports projects that test and advance new clean energy technologies, strengthen Washington’s economy, and help meet state climate goals.
For the 2025-27 budget cycle, Commerce has set aside $5 million for a potential competitive RD&D funding opportunity. Industry partners and interested entities are invited to take this survey to inform a possible Research, Development and Demonstration (RD&D) solicitation anticipated to open in January 2026.

This Request for Information (RFI) will help Commerce decide whether to move forward with that funding opportunity. Responses to this RFI will help us consider key program design elements, including but not limited to:
- Which technologies and project phases should be eligible.
- How to align with federal funding opportunities.
- How to design the program to deliver benefits to overburdened communities and vulnerable populations.
About this RFI
This RFI should take no more than one hour from start to finish. Commerce will review submissions and incorporate feedback into the RD&D program design. Commerce may ask clarifying questions to respondents as needed. We encourage you to submit your responses as soon as possible. Responding to this RFI is not a requirement to apply to any future RD&D solicitation.
