Avista Utilities has filed to the Washington Utilities and Transportation Commission a proposed revision to its energy efficiency (and fuel conversion) incentive structures. The utility, citing concerns on the impact to its overall portfolio total resource cost are requesting to drop their incentive to zero for all efficiency measures with simple paybacks longer than 13 years for non-lighting measures and 8 years for lighting measures. Avista has requested that all projects approved by Dec. 31st of this year operate under the current rule if completed by the end of 2011.
