Referendum 52 – a legislative directed statewide ballot initiative to sell bonds for investment in energy efficiency improvements in public schools, colleges, and universities – recently announced the engagement of a campaign manager, Sheila Stickel of The Advocacy Group. Sheila is an experienced consultant in organizing and winning state and local campaigns. In other developments, the ballot title challenge for Referendum 52 was decided earlier this month with the assigned judge ruling for the following ballot title language;
“The bill would authorize bonds to finance construction and repair projects increasing energy efficiency in public schools and higher education buildings, and continue the sales tax on bottled water otherwise expiring in 2013.” Referendum 52, if successful, would infuse $505 million in grant dollars for energy efficiency projects across the State of Washington – making it the largest, most focused investment in energy efficiency in the state’s history.
