Rep. Joe Fitzgibbon, Chair of the House Environment Committee, is the prime sponsor of HB 1278 which strengthens the enforcement provisions in Washington State’s energy performance disclosure statute, extends the requirement to multi-family buildings, and places obligations on the largest utilities in the state to periodically provide the previous 12 months of energy use and cost data on the customer’s bill. The bill received its first hearing in Rep. Fitzgibbon’s committee on January 22nd. NEEC strongly supports the bill and its impact on increasing market transparency through strong benchmarking and disclosure provisions for owners of commercial and multi-family properties.
