January 1, 2010 marks the beginning of the first biennium in which the 17 largest electric utilities in Washington State must have filed a conservation target for the two year period. Public utilities must develop their targets based on a set of administrative procedures established by the Department of Commerce (formerly Community, Trade, and Economic Development). Investor owned utilities are governed by rules established by the Utilities and Transportation Commission. These goals will be public information. I-937 was a citizen’s initiative that established both renewable energy portfolio standards for these electric utilities as well as specifying that they acquire all the cost effective and achievable energy efficiency resources in their service areas over a period of 10 years. NEEC will track the conservation goals as they are filed and made public and publish links to that information in January on the NEEC web site.
