Washington Legislature – Update

The 2013 legislative session in Washington is in special session for another couple of weeks. So far, there is very little to show for the overtime effort. Leadership discussions are undoubtedly taking place, but it seems that all eyes are awaiting the state’s next revenue forecast in June before any budget progress is made. Without an agreed upon operating budget, lawmakers are generally loathe to talk about capital budget items. Therefore, news on capital budget appropriations for energy efficiency grants to public buildings is scarce. As previously reported, the House version of the capital budget allocates $41M for these grants and the Senate version contains no funding at all. An agreement on the capital budget could well be the final act of the 2013 session and possibly not occur to very near the July 1st fiscal year date.
