Request for Proposals: Commercial Whole Buildings Implementation

NEEA’s Commercial Whole Building special projectĀ aims to motivate the commercial building sector to undertake deep energy efficiency retrofits in a way that is widely available, scalable, and affordable for owners and occupants. A focus of this Project will be motivating and enabling decision makers for buildings that are subject to Building Performance Standards (BPS) and whose owners and managers lack easy access to the necessary resources for meeting BPS.

The selected bidder(s) will

  • contribute to tools and resources to address known barriers to commercial sector adoption of holistic retrofits, and
  • inform and refine an market transformation program concept, resulting in a detailed plan for transforming the commercial building market to adopt practices and behaviors that result in significantly improved energy and financial performance.

NEEA seeks (1) subject matter experts who can inform and guide content development, and (2) a research team capable of conducting data analysis and market research to inform market transformation concepts development. Bidders may submit a response to address one or both of these needs.

All bidders should display skills in project management, and familiarity with the commercial building landscape, BPS, and MT program design.

  2. Respondents may partner with other firms to submit a comprehensive proposal.
  3. Respondents may bid for one or both tasks in the RFP—it is not required to bid for both.
