The Washington State Department of Labor & Industries (hereafter called L&I or the Department) is
initiating this solicitation to obtain service for Clean Building Performance Standard support for the L&I
Headquarters building.
L&I seeks to engage a Qualified Energy Auditor and Qualified Person to deliver CBPS compliance support for
the L&I Headquarters building under Compliance as a Service (CaaS) model. This procurement for CBPS
compliance consulting and managed program support only (benchmarking stewardship, EMP, O&M
program development + implementation enablement, training enablement, submission/audit support). It
does not include construction, retrofits, or capital improvements.
The successful Bidder/Contractor will not be allowed to bid on a planned solicitation for the term of the
Contract resulting from this solicitation, if awarded, is expected to span multiple biennia. The successful
Bidder/Contractor must exhibit expertise in the Washington State Clean Buildings Performance Standards,
benchmarking and reporting and the development of the Pathway Forward Plan and subsequent reporting
requirements to include the preparation and submittal of the CBPS Extension.
