During the 2026 Legislative Session, the supplemental capital budget (SSB 6003) was passed, with Section 1024 directing the Washington State Department of Commerce to convene a District Energy Campus Upgrades Committee. The committee will help drive data-informed decisions about cost-effective investments that reduce emissions, improve the energy efficiency of state buildings, and identify opportunities for state agencies to support decarbonization projects within available budgets.
Commerce currently has two applications open for the District Energy Campus Upgrades Committee.
RFP Applications: This is a reminder that applications for the District Energy Campus Upgrades Committee Facilitator RFP are due in one week on August 6 by 5pm PT. All applications must be submitted to RFP Coordinator Angie Hong at [email protected] by 5pm PT. You can review the RFP, preproposal conference recording, and written Q&A here. The Q&A period is now closed and as a reminder, only nonprofit entities are eligible to submit an application.
Committee Member Seat Applications: Applications for the District Energy Campus Upgrades Committee member seats are also due on August 6th. The application is for voting member seats on the District Energy Campus Upgrades Committee, as specified by SSB 6003, section 1024 and outlined in the application.
