PSE Releases RFP for 2022-23 Program Years

Puget Sound Energy Inc. (PSE), headquartered in Bellevue, Washington is soliciting proposals for the renewal of existing energy efficiency programs and services as well as new offerings of energy efficiency programs and services for the 2022 through 2023 program period. This Request for Proposals (RFP) is sponsored by the Customer Energy Management (CEM) group at PSE. The CEM group is soliciting support for existing demand side management products, programs and/or services that will result in direct and measurable gas and/or electric energy savings.

PSE is soliciting proposals for programs in these sector topic areas:

  • Multifamily Retrofit
  • Multifamily and Commercial New Construction
  • Telecommunications*

*indicates new or substantially modified program

PSE is the largest energy (gas and electric) utility in the state of Washington. Any proposals selected will become elements of PSE’s energy conservation programs for the 2022 through 2023 program period.

Your company is offered an opportunity to bid on these programs. Attached is the Request for Proposal, which includes the Intent to Bid form. You will not receive a hardcopy of the RFP; distribution is through e-mail only. These documents have also been publically posted on the Conduit website; click here to view this posting.

1. Intent to Bid form (pages 38-39 of RFP):
It is important that the Intent to Bid document be completed and e-mailed to CEMRFP@pse.com by May 25, 2021 (5:00PM PT). Our receipt of your Intent to Bid document will allow us to directly e-mail any updates, clarifications, and answers to questions only to the participating companies and contacts. Without these updates your bid may be invalidated. If you are not the correct contact for your company, please include the accurate contact information in the returned document and the email contact will be updated.

Submit only one Intent to Bid form per company unless the primary contact for each response will be different. Because of the scope of this RFP, we will direct emails to one representative per company unless separate business units are responding to different programs for the 2022-2023 biennium.

2. Questions:
Submit Bidder’s Questions by June 1, 2021 (5:00 PM PT) via email to CEMRFP@pse.com. Questions and responses to all questions will be provided in writing by 5:00 PM PT on June 11, 2021, to all bidders who have submitted an Intent to Bid form on the related program. Submittal of questions and answers will be through e-mail only. PSE is able to more accurately track and respond to questions submitted in this manner.

3. Electronic proposal responses must be received by no later than 5:00 PM Pacific Time, June 23, 2021 to CEMRFP@pse.com.
