BPA announced earlier this month in the Federal Register the initial rate proposal and rate-setting proceeding that will ultimately set power, transmission and ancillary and control area service rates for the 2016-2017 fiscal years.
The full initial proposal contains supporting studies and documentation detailing an average power rate increase of 6.7 percent and an average transmission increase of 5.6 percent. BPA reached a proposed settlement on ancillary and control area service rates and gen inputs before publishing the initial proposal.
With publication of the BP-16 Federal Register Notice (FRN), ex parte has begun and will continue in effect throughout the duration of the rate case. The ex parte rules prohibit BPA from having discussions about substantive rate case matters outside of formal rate case proceedings. All discussions concerning substantive rate matters must take place in publicly noticed meetings. Please refer to the FRN or the BP-16 website for additional information.
