This position is a Measurement and Verification (M&V) Specialist in the DES Energy Program. The Energy program assists clients towards achieving their sustainability, energy efficiency, and carbon reduction goals. An M&V Specialist works in conjunction with Energy Engineers to provide validation of ESPC public works projects. The M&V Specialist provides energy engineering technical assistance to support energy and resource efficiency activities in state agencies, public higher education, public school districts, and municipal facilities. This position manages the development of measurement and verification plans during development of energy performance contracting projects and validates the results of the measurement and verification process after construction of those same projects. These services allow our client agencies to improve the sustainability of their built environment leading to a more just future for all Washingtonians.

Some of what you will be doing
Measurement & Verification Validation
- For each M&V report provided for an ESPC project, review the report for conformance with the M&V plan
- For post construction report also review the commissioning report to determine that all equipment installed is functioning appropriately to produce the guaranteed energy savings
- For each M&V report identify all changes to the project from what was proposed in the energy services proposal and provide that information to the Energy Program assigned project manager (PM)
- For any changes to the project that requires a change in the guaranteed energy savings, verify that all engineering calculations are appropriate for the change
- When the M&V report has been validated work with the PM to deliver the report to the client agency
Measurement & Verification Validation Plan Development
- Determine if the proposed plan is appropriate and sufficient to validate energy savings after project is constructed based on IPMVP options
- Aid PMs in understanding the requirements identified in the M&V plan for any measurements to be made during audit and/or construction of the ESPC project
- For EaaS projects identify additional requirements for availability payment structure, beyond energy M&V efforts
Research
- Conducts research on a variety of energy related issues for Energy Program clients

- Perform other duties as assigned
Qualifications
Required Qualifications:
- A bachelor’s degree with a major study in engineering, environmental science, or the hard sciences, or equivalent knowledge and experience.
AND - One year of professional level experience combined in any of the following
- Measurement and Verification of energy efficiency projects
- Experience in either energy/utility efficacy and facility management
- Possess an understanding of energy efficiency principles and concepts
- Energy auditing and building systems analysis
- Building commissioning
- Understanding of utility billing tariffs and schedules
- Energy savings performance contracting
**Additional qualifying experience may be substituted year-for-year for educational requirement.**
